Torxim's Take

Before buying any of the big packs, I highly recommend trying to figure out how many speedups you're planning/willing to spend on the namecard event and SvS prep; it can massively change how many packs you need to buy to secure the permanent city skin.

This event is a prime example of how subjective the path to the skin reward can be. That complexity gets compounded by the Football King event, where you can use Gems and Speedups while chasing the permanent namecard, and by SvS prep overlapping the last few days, including troop training day.
