What This Tool Does
The goal of this tool is to assign a standardized best value to every item in Whiteout Survival. Those values are then used to compare packs, identify efficient event shop purchases, and evaluate the overall value of special events.
What "Best Value" Means
Best value does not necessarily mean the cheapest possible way to acquire an item. Instead, it represents the lowest reliable and repeatable valuation currently available.
The purpose of assigning a best value is to create a consistent framework that allows different items, packs, event shops, and special events to be compared against one another.
As new events are released and better sources become available, an item's best value may change over time.
Determining Best Value
Each item's best value is based on the cheapest reliable source available. To qualify, the source must be available on a regular schedule. When a pack is used to establish an item's best value, the value of the pack's other contents is backed out to isolate the implied value of the target item.
Irregular or one-time opportunities, such as Treasure Hunter or Journey of Light, are not used to establish baseline item values.
Pack Valuations
Pack values are calculated by comparing the contents of a pack against the established best value of each item. The total value of the pack's contents is then compared against the pack's purchase price.
Event Shop Valuations
Event shop values use the same best value database. For each item in the shop, the item's best value is divided by its event currency cost. This shows which items provide the most value per event currency spent.
Higher values indicate a better return on event currency. On event shop tables, green indicates stronger value and red indicates weaker value.
Special Events
Special events are evaluated by comparing their rewards against the same best value database. This allows different event structures to be compared consistently, whether rewards come from event currency, mini-games, randomized rewards, or direct purchases.
Resource Valuation
Resources were previously excluded because they were abundant and difficult to value objectively. The introduction of T12 changed this, and resources are included using a discounted version of the value implied by City Lifeline packs (25%).
This is not perfect, but it provides a more consistent framework than excluding resources entirely. Resource values may be adjusted as better valuation methods are found.

State Age
Pack contents and values are based on a T12-age state. Players in younger states may see differences in pack contents, available heroes, event structures, and item priorities.
Support for younger states is planned once the existing valuation framework is fully established.
